On June 22, 2026, China’s Ministry of Commerce issued Announcement No. 23 of 2026, placing 10 U.S. entities on the export control list, effective immediately, in accordance with the Export Control Law and the Regulations on the Export Control of Dual-Use Items. The listed enterprises include: drone-related companies Aveox, Red Cat Holdings and its subsidiary Teal Drones; radar and sensor companies IMSAR and Jaia Robotics; aerospace and defense companies Ball Aerospace (now a BAE Systems business), Oshkosh Defense, and L3Harris Maritime Services; as well as rare earth companies MP Materials and USA Rare Earth.
According to the announcement, exporters are prohibited from exporting dual-use items to the 10 entities. Organizations and individuals from any country or region are also prohibited from transferring or supplying dual-use items originating in China to these entities. Any ongoing export activities must cease immediately. If exports are necessary under special circumstances, an application must be submitted to the Ministry of Commerce.
