France fines Shein over 22 million euros again, cumulative fines in France exceed 210 million euros

The French Directorate General for Competition, Consumer Affairs and Fraud Control (DGCCRF) recently issued new fines to two entities under Shein: Infinite Style Ecommerce Co Ltd (ISEL), responsible for sales in France, was fined €5.77 million, and its subsidiary Infinite Styles Services Limited (ISSL) was fined €16.73 million, totaling over €22 million. The violations include: failing to guarantee consumers the 14-day unconditional right of withdrawal, incomplete order confirmation information (missing price, seller identity, delivery deadline, etc.), failing to disclose the microplastic content of clothing, and failing to specify the countries of each production stage.

This fine is the latest round of penalties against Shein in France. In July 2025, Shein was fined €40 million for false discount claims and greenwashing; that same year, the French National Commission on Informatics and Liberty (CNIL) issued another fine of €150 million for cookie-related violations. Combined, the three fines amount to over €210 million in penalties against Shein in France. Shein responded that the fines are “clearly disproportionate” and that there is no evidence of actual harm to consumers, and stated that it will appeal. Investigations at the EU level are also ongoing.
