The Supreme People’s Court, the Ministry of Education, the Central Committee of the Communist Youth League, and the All-China Women’s Federation recently jointly issued the “Guidelines on Using Cases as Lessons to Strengthen the Guidance of Minors’ Ideological and Behavioral Education”, aiming to implement the Law on the Protection of Minors and the Law on the Prevention of Juvenile Delinquency, and to prevent and correct minors’ ideological and behavioral deviations at the source. The guidelines specify 12 key areas, covering the strengthening of legal awareness and behavioral boundaries, cultivating empathy and moral character, preventing the mindset of getting something for nothing, establishing a correct view of consumption, maintaining bottom lines in making friends, preventing distorted “showing off” psychology, correcting an excessive “face-saving” mentality, fostering a healthy view of sexuality, paying attention to mental health, improving conflict resolution skills, resisting internet addiction, and staying away from drugs and narcotics.
According to reports, courts, education departments, Communist Youth League committees, and women’s federations at all levels will rely on the guidelines, adhering to the combination of education, guidance, and protection, and integrate ideological, moral, and behavioral norms education into the daily lives of minors. The guidelines were released by Xinhua News Agency on May 31, on the eve of International Children’s Day (June 1), and represent the latest measure taken by the four departments in recent years to improve the home-school-society collaborative education system.
