CNCA upgrades CCC certification standards for power banks, adds thermal abuse nail penetration test, full implementation from April 2027

The State Administration for Market Regulation (CNCA) recently issued an announcement officially incorporating the mandatory national standard GB 47372—2026, “Safety Technical Specification for Mobile Power Banks,” into the CCC certification basis. This addition includes new key safety technical indicator tests such as thermal abuse and nail penetration, along with a synchronized revision and release of the updated certification implementation rules. The new regulations closely align with the industry characteristics and safety features of mobile power banks, refine requirements for production enterprise quality assurance capabilities and product consistency control, implement classified supervision for enterprises, and intensify post-certification oversight.

A transition period is provided: Before March 31, 2027, certification bodies may choose to implement either the new or the old version of the rules according to the enterprise’s preference; starting April 1, 2027, a full switch to the new version of the rules must be made, and certified mobile power banks and their internal lithium-ion batteries and battery packs must complete certificate conversion before that date. This adjustment is part of the ongoing regulatory tightening for mobile power banks in recent years — since August 2024, mobile power banks without CCC certification have been prohibited from leaving the factory or being sold; since June 2025, the Civil Aviation Administration of China has banned passengers from carrying power banks without the 3C mark on domestic flights; and in the special spot check of February 2025, 65 out of 149 sample batches were deemed unqualified.
