On May 27, during the opening forum of the 20th Shenzhen International Financial Expo held in Shenzhen, Tencent—in collaboration with the Shenzhen Financial Regulatory Bureau, the People’s Bank of China Shenzhen Branch, and PayPal World—officially launched the ‘2026 Initiatives to Enhance Inbound Payment Services.’ This initiative forms part of broader measures aimed at facilitating visits by international guests ahead of China hosting APEC 2026. Daniel Hong, Vice President of Tencent Fintech, announced three key measures: First, TenPay Global and PayPal World have entered into a partnership; American PayPal users can now directly scan QR codes linked to WeChat Pay merchants or display payment codes via their PayPal wallets—no changes to merchant equipment or QR codes are required. Support for users from other countries will follow subsequently. Second, foreign cardholders will benefit from fee reductions: those linking an international bank card for the first time will be exempt from the 3% transaction fee for purchases under ¥1,000 per day within 90 days after their initial purchase, which must occur between now and December 31, 2026; all foreign cardholders enjoy permanent exemption from this fee for transactions under ¥200. Third, WeChat Mini Programs now feature one-click translation across 18 languages, catering to common scenarios such as public transit, high-speed rail ticketing, food delivery, and entry to tourist attractions.
This rollout represents a significant step in PayPal World’s ecosystem strategy. PayPal introduced the PayPal World framework during its July 2025 Investor Day, securing partnerships with India’s NPCI International (UPI), Venmo, Mercado Pago, and TenPay Global—with ambitions to reach over two billion users. For WeChat Pay, this move continues its ongoing efforts to expand inbound payment options; previously it enabled direct linkage of international cards issued by Visa, Mastercard, etc., and this year incorporated cross-border wallet interoperability into its system. These initiatives further ease payment-related hurdles for overseas visitors, reflecting real-world progress under China’s policies promoting cross-border payment connectivity (the Cross-Border Payment Gateway, or CPG, began trial operations in July 2025).
